If so when and where It would be completely illegal. The agent and the agents broker will lose their license, and lose their shirt in fines.
Although I am unsure, I’m pretty sure that you aren’t allowed to inspect a property without an agent. Seeing as you could collect the keys and become a squatter or wreck the house.References :
